The Oneonta Police Department maintains an active K-9 program within the Patrol Division. The department currently has one active team, consisting of a working dog and handler, certified in trailing/tracking and drug detection.

Officer Tommy Herd, and his K-9 partner Negao, responds to patrol requests for drug searches, tracking of suspects, building searches, warrant services, and public/educational demonstrations. Our K-9 Unit also provides assistance on an as-needed basis for other area agencies.

In addition to patrol work, the K-9 Unit conducts public appearances. These appearances give the public an opportunity to meet the K9 team and speak with the handler.

The first K9 team for the Oneonta Police Department was in 1997 with the introduction of K9 “Buck” and handler Sgt. Buddy Hutchinson. Buck remained on patrol with the Oneonta Police Department until he retired in 2002.

The Oneonta Police Department operated without a K9 from 2002 until 2009 when we received K9 Negao on a grant from Highland Canine in Harmony, NC.

Highland Canine provided Negao to the department through the Paul LeBlanc Memorial Police Dog Donation Program.

The only cost incurred by the city to once again provide K9 services to its citizens, was the cost of the training for the handler and the cost to equip the K9 transport vehicle.

The K9 vehicle is equipped with state of the art technology to assist the K9 team with performing their duties. The K9 vehicle is not only equipped to safely transport Negao, but it is also equipped to transport prisoners at the same time. This aspect has long been a burden for police that had to sacrifice a full patrol officer if assigned to the K9 unit. In addition to these benefits the K9 vehicle is equipped with radar, dash mounted digital camera system, and in car computer system. This equipment will allow the K9 unit to serve in both patrol and K9 capacities.


At this present time the K9 team is without a K9 due to the recent death of our beloved Negao.
